to participate in the investment under the Project "Construction of Infrastructure Facilities of the Special Economic Zone «National Industrial Petrochemical Technopark" in the Atyrau region (Karabatan sections). Additional power unit of CCPP 165 MW"
1. About Karabatan Utility Solutions " and SEZ "National industrial petrochemical technopark"
Karabatan LLP Utility Solutions was established in 2014 and is part of the Samruk-Kazyna National Welfare Fund JSC group of companies, being a subsidiary of Samruk-Kazyna Ondeu" LLP (former «United Chemical Company» LLP). In order to implement the project "Construction of infrastructure facilities of the special economic zone" National Industrial Petrochemical Technopark "in the Atyrau region, Karabatan Utility Solutions LLP is determined by the operator for the construction of industrial and general infrastructure facilities of the SEZ "NINT". At the moment, the following facilities have been built and put into operation:

Steam and gas turbine power plant 310 MW - put into operation at the end of 2019;

Complex for water treatment and water purification - put into operation in December 2021;

General plant infrastructure - commissioned in April 2023.
The special economic zone "National industrial petrochemical technopark" in the Atyrau region was established by Decree of the President of the Republic of Kazakhstan dated December 19, 2007 No. 495 for the period until December 31, 2032.
Goals of creation:
Development and implementation of breakthrough investment projects for the creation and development of world-class petrochemical industries for the deep processing of hydrocarbon raw materials and the production of wide competitive petrochemical products with high added value.

3. Current status of the Project implementation

A contract for development of the Project Feasibility Study was concluded with «KazNIPIEnergoprom» Institute JSC - expected completion date December 2023;

The issue of debt financing is being worked out. The process of preliminary review with Eurasian Development Bank JSC has started. An export guarantee mechanism is being worked out with the South Korean Export Credit Agency (K-SURE) in case the equipment supplier is from South Korea.
4. Invitation for partnership proposal for cooperation:
We hereby invite interested organizations to provide Karabatan Utility Solutions LLP with a comprehensive package of documentation on the proposed cooperation by 1 December 2023, which includes the following:
a. Statement of interest in cooperation on the GTPP project with a capacity of 165 MW.
b. Description of the legal entity acting as a potential Partner, including a description of work experience demonstrating the availability of financial capabilities for the design, construction and operation of a gas turbine power plant.
c. A detailed description of the implementation of business relations of the project according to the scheme of strategic partnership through equity participation in the implementation of the Project.
d. Designated management contact persons responsible for further negotiations with KUS LLP
e. Any other elements of cooperation that are important.
